2007-2008 GULF COAST REGION’S LOCAL TBCA RULES

The rules stated herein, in addition to the ABC and TCBA rules, will goven the GULF COAST REGION of the Travel Classic Bowling Association, hereinafter refferred to as TCBA.  They will in effect from August 1, 2007 through May 31, 2008.  The Gulf Coast Region’s Board of Directors will dispose of any problems not covered by Gulf  Coast Region’s Local Rules, ABC and.or TCBA.

This 2007-2008 season, the the GULFCOAST REGION will bowl a 24 team round robin format which will be followed by district play to complete the season as set by the board of directors.  They will in effect from August 12, 2007 through May 31, 2008.  The Gulf Coast Region’s Board of Directors will dispose of any problems not covered by Gulf  Coast Region’s Local Rules, ABC and.or TCBA.

This Gulf Coast Region will start its bowling day with HOT BALLS at 10:45 a.m. each Sunday scheduled to bowl.

In addition to rule 102 specified in the current ABC book of playing rules:

SECRETARY:   

(1.)            Provide each elected officer and team captain with a current standing sheet in addition to that specified in ABC rule 102e,4;

(2.)            Provide a copy of the final standing sheet to each of the elected officers within fourteen (14) days following the end of the eighteen (18) scheduled bowling session;

(3.)            Provide a list of names, address and phone numbers of each league member to each elected official in the region

(4.)            Notify team captain(s) immediately or no later than the next bowling date if an error is discovered resulting from computation of averages, scores, etc.;

(5.)            Forfeit points won by a team when notified by the president and/or treasurer;

(6.)            Notify appropriate team captain(s) or a team representative within three (3) days when a postponement has been requested and/or granted. (This gives the secretary 72 hours to notify a team of a postponement situation.)

TREASURER:  will notify the president and secretary of delinquencies by any team.

SERGEANT-AT-ARMS:  will police and fine bowlers in the league for infraction of league rules.

Note:  The president will appoint one (1) Sgt-at-Arms from each district who will assist and report to the Sgt-at-Arms chairperson, also appointed by the president.

Note:  Violation of any ABC, TCBA and/or any of the current rules of Gulf Coast Region by any elected officer will forfeit their right to run for an office in the Gulf Coast Region of TCBA for the next two (2) seasons.

REMUNERATION:  Each team will pay $2500.00 for this season. Each team must pay an amount each bowling date that will cover linage ($2.00 plus tax per line), prize fund, secretary ($.40 per bowler per set), and treasurer fees ($.40 per bowler per set).  Also, this amount must include the last two (2) sessions of bowling by February 10, 2008.

ARREARAGES: 2007-2008 TCBA Rule 3 – FEE REQUIREMENTS, 5 states

“…There are to be no arrearages in this league…”

No checks will be accepted after February 10, 2008.

All monies must be paid by February 24, 2008.  Failure to comply will result in forfeiture of points won until paid.

NSF checks, for whatever reason, will result in a service charge of $25.00 being added to the amount of the original written check.  Also, all check writing privileges will be suspended through the ens of the season. Individual’s not picking up and paying in the above manner will cause the Treasurer to deduct all NSF charges from that team’s prize winnings in addition to point forfeiture.

NOTE:  Points forfeited will be effective when the treasurer knows NSF conditions exists. No retroactive forfeitures will be initiated.

SECURITY:  Gulf Coast Region of the TCBA will employ two (2) Constables at a rate negotiated between the Board of Directors and the Constables.  At this time this rate is $120.00 per constable per bowling session.

MISCONDUCT:  Persons abusing bowling center’s equipment will be fined $10.00.  If the same person abuses a center’s equippmwnt two times in the same season, the fine will be tripled and will result in suspension from the league from the remainder of the season.  The Board of Directors can grant reinstatement.  Prior to reinstatement, a $50.00 fine will be collected and placed in the prize fund.

WEARING APPAREL:  The wearing of shorts of any kind will not be allowed during competition.

DELEGATES’ FEES:  Delegates in attendance at the Council of Delegates meeting will be paid $75.00 to offset the expense of room and board.  The $75.00 will only be paid if delegates prove attendance.

SEEDING ELECTED OFFICERS:  President, Vice-President, Secretary and Treasurer are to be seeded respectively in separate divisions or districts in event of needed splits.  Teams with the same sponsor, whenever possible, will not be placed in the same district.  Previous  season’s teams that break up will be referred to the Board of Directors for disposition.

If a district does not make, teams from that district will be distributed to make the region have an even number of teams.

SCHEDULING AND FILLING HOST DATES:  Men Division Rule 1, Item 2, page 36 provides that the method of distribution of remaining host dates after the second round will be decided by the region.  These (Gulf Coast Traveling League) rules propose that this procedure be determined following the election of officers at the end of the season.

QUALIFICATIONS TO RUN FOT OFFICE OF GULF COAST TRAVELING LEAGUE REGION:  In order for an indivual to run for any office of the Gulf Coast Region of the TCBA, that individual or individuals must have been an active roster member of a team with a minimum of 21 games from, at least, the immediate last two seasons preceding their intent to run for office.

OFFICERS' EXPENSE:  All officers are allowed to claim expenses not to exceed an aggregate total of $200.00 provided receipts are presented for reimbursement. In the event the expense amounts exceed the $250.00, the board of directors must be consulted for approval of reimbursements.
